[Using Sakai] [Building Sakai] default forums watch setting

The feature that added msgcntr notification preference is in 2.8 as you
mentioned at https://jira.sakaiproject.org/browse/MSGCNTR-354. It does not
currently allow for any site property to override this system property. I
don't *believe* any changes were made after this one.

If you wanted to add this feature, an example of code that uses both a site
property and system property to determine the final result you can look at
the site presence option in https://jira.sakaiproject.org/browse/SAK-2607.
