Lance,
I think it would be good if you could lay out your proposal on
the TCC's 2.8 planning page:
http://confluence.sakaiproject.org//x/pCYhB
and we can take further technical discussion to the TCC list
(cc'd here) so this work can be better evaluated for inclusion.
