[Using Sakai] error on startup

Ok... so the install I managed yesterday and was running yesterday isn't 
working today.  The error from catalina.out is:

2010-11-03 14:06:50,326 ERROR main org.apache.commons.digester.Digester 
- Parse Fatal Error at line 99 column 6: The value of attribute 
"URIEncoding" associated with an element type "null" must not contain 
the '<' character.
org.xml.sax.SAXParseException: The value of attribute "URIEncoding" 
associated with an element type "null" must not contain the '<' character.

Followed by a ton of other related errors.

Ideas?
