[Using Sakai] [Building Sakai] Vote: renaming the Roster default tool title to "Site Members"

We already rename the Roster to 'Site Members' since we use Sakai for collaboration rather than teaching, and Roster doesn't make sense in an ad-hoc collaborative group environment.
