[Using Sakai] Force gap between submissions retakes

Hi,

I  remember seeing a Jira about specifying a wait period between 
consecutive assessment attempts, given that more than one submissions 
are allowed for the assessment.  A brief search in samigo page didn't 
help in locating that information. I am wondering if anyone is working 
on this feature or any other information on this particular feature in 
samigo.
