[Using Sakai] setenv.sh missing as docs say

For a new version of Tomcat, setenv.sh/bat does not exist and can be created, however Anthony is correct, that is the right location for it. The Tomcat startup (catalina.sh/bat) checks if it exists and uses it if it does.
