[Using Sakai] sakai 2.6 broken link on wiki and sakai.properties for sakai 2.7 not found in binary

Section 3.0 Unpack the Sakai binary distribution
 it says to download the binary from
http://sakaiproject.org/release/
but there is no binary on this page
http://sakaiproject.org/release/
instead
I downloaded a binary from
http://source.sakaiproject.org/release/2.7.0/

there was no sakai.properties file in it ?
How do I install the binary in an existing Tomcat 5.5 I can see a page
http://192.168.1.5:9090 where I see a Tomcat welcome page
