[Using Sakai] New Site Creation

Here at UMich, Instructors (or their admins or teaching assistants)
create course sites. We don't auto create a site for every course since
there are so many variations - an instructor using one site for all
their courses, or one site for each, or one site for all cross listed
courses (or not using a site or using something of their own). We have
talked about autocreating, but always decide that the manual cleanup
would be too great, and also confusing to students. I know other
institutions do successfully autocreate though.
