[Using Sakai] In Resources tool, when some folder has non-English name, items in it don't open

In a course site, I create some folders with non-English(Bulgarian)
names. They appear OK, but Items that I create in them can not be
opened. I receive HTTP Status 404, The requested resource () is not
available. URL is something like
http://localhost:6060/access/content/group/7a494d0c-221c-446b-9d92-30b4385de3fb/Проба/dir_closed.gif
