[Using Sakai] Import from Site

We're running 2.5.4 (rSmart CLE)...our experience is that as long as you 
are an instructor in a course site you can import content from it into 
another site (in which you are also an instructor).

[Using Sakai] Import from Site



I am noticing something unexpected.

I create a site (Site X) and add some resources to it.
I create another site (Site Y) and attempt to "Import from Site" in Site 
Info.
The message I receive tells me that "You do not own any other sites to
re-use material."...

What determines which sites you can import stuff from in Worksite Setup?
