We found this:
In Mailtool, you can send a email to a group by checking the group name
or some group members by clicking "select individuals" link. Then you
should see a list of names in the group.
Rachel XX emailed to say that she could not see her name in a
group when using Mailtool.
Then I tested the Mailtool + Group members. The results:
* if members in a group are all maintain roles, the individual names
will not be shown.
* If members in a group are maintain roles and access roles, only access
roles are shown, not the maintain roles.
Is this what you are seeing?
I must confess to not having Jira'd this due to lack of time.
Adam

Subject: [Using Sakai] Mailtool Question
Hi All,
I have a question about the Mailtool. In a course site, if you have groups
and you are using the User-By-Role option and you have groups defined in the
site, the ability to select groups appears. However, in a project site, if
you have groups defined and you are using the same side-by-side, the ability
to select groups does not appear. Is this how it's supposed to be? Can any
one shed some light or help me find the correct settings so that I can
select groups in a project site when I'm using the mailtool.
Thanks,
Dave
