[Using Sakai] Locking down browser for Tests & Quizzes

Looks like there's a JIRA request on this:

In addition to being able to put a testing tool into kiosk mode
there's a lot of other high stakes testing features that schools are
looking for.  These are part of a larger set of features that
facilitate secure testing at campus testing centers or through remote
proctors.  Here's a few of them:

To get a general sense of these requirements it might be worth sending
someone from the product council to the annual National Collegiate
Testing Association (NCTA) conference.
