[Using Sakai] Sakai Instructor Roles/Permissions

If you are using Sakai 2.6 and trying to let instructors create new  
course site, please make sure they have "site.add.course" permission  
turned on (SAk-12324).

Otherwise, "site.add" permission should let instructor create sites.
