[Using Sakai] Help link

Seems to be a little overlap with some of these properties and the  
main help ones.

In addition to the ones Matthew listed:

You can toggle the help link in the tool list via:
display.help.menu = true/false

And the help icon in the iframes via:
display.help.icon = true/false
