[WG: Sakai QA] [sakai-pmc] [Building Sakai] QA for trunk/Morpheus

Here's the ticket if anyone had any more ideas to test/add. Being on this
list doesn't mean we'll change the defaults just that we'll want to turn
these on locally to test them and consider changing. To change the defaults
we'll need to make sub-tasks and change the code through PR's.
