[WG: Sakai QA] Release: Sakai 10.0-rc03

The Sakai Core Team is happy to publish the third release candidate for
Sakai 10.0. The RC03 resolves all known blockers identified during testing.
These were considered important enough to release another RC.

This is the list of issues fixed in RC03:

The primary reason for the RC03 was a regression filed in KNL-1270 related
to non-provider groups losing members in a provided site. KNL-1270 is
related to KNL-1250 and KNL-800. We solved the issue by reverting KNL-1250
and disabling the functionality committed in KNL-800 by setting the
property authz.synchWithContainingRealm to false by default.
