[WG: Sakai QA] Possible blocker bug with Sakai 10 and groups/sections

I cannot test this issue on 2.9.x nightly, 
http://nightly2.sakaiproject.org:8087,  because it depends on adding an 
existing roster.

Steps to reproduce:

1) Log in as account id  "instructor"
2) Add new course site for the Spring 2014 academic term
3) Choose one of the the existing sections
4) create the site
5) The site does not show up for the instructor, however it does seem to 
get created, which you can find under the admin login in "Sites"


Example site id (good for today only, 2.9.x nightly is refreshed daily):
