[WG: Sakai QA] Sakai 10-qa03 ready to test

Sakai 10-qa03 testing is ready to begin. Feel free to sign up and get 
started [1] !

I would appreciate if you could review the Test plan [1], especially the 
Test Fest and Test Plan overview sections. All feedback is welcome 
(clarity of text, tools to emphasize for testing, testing approach, etc).

An important difference to note on testing of Sakai 10 vs. Sakai 2.9. 
The plan is to cut a new QA release every two weeks [2], regardless of 
whether there are any blockers left or new blockers identified. The 
thinking is that waiting for blockers to be fixed before a new round of 
QA holds up the release timeline. This means essentially that we will 
have contiguous testing for the next 1 - 1.5 months. The criteria is 
still to have no blockers wrt Sakai 10 before we cut our first Release 
Candidate.
