I'd suggest starting with the "How to translate Sakai" wiki page at:

If you don't already have Sakai 'skinned' to display in Arabic (right to left orientation), you'll also want to look at the "right-to-left localization" page:

There are several tools listed, but Crowdin.net is quickly becoming popular with Sakai translators.
