[WG: Sakai QA] [Building Sakai] Cannot create assessments on nightly2 trunk build

Hi Neal,

In trunk:

1. Create a Project site
2. Add T & Q tool
3. T & Q > Create an Assessment
4. Enter Assessment title and Create using Assessment Builder option
selected
5. Click Create button
