[WG: Sakai QA] Cannot create assessments on nightly2 trunk build

I'm trying to verify big fixes for the EMI question type this weeke and get
this error when trying to create a new assessment "Warning: Gradebook has
not been deployed properly. Hence, no new assessment can be created. Please
contact your local help desk for assistance.

Course site creation is still prevented because no academic terms are
available in the dropdown.
