[WG: Sakai QA] Jira: Message Center project retired

All MSGCNTR tickets have been moved to the SAK project.  795 tickets were moved; 321 tickets are currently active (e.g., not closed) [1].  At least a third of these "active" tickets target versions earlier than 2.9.0.  I recommend that they be closed with a status of "won't fix" unless 2.8 schools are willing to pick up the tickets and submit patches. 

Bryan Holladay has kindly agreed to serve as the SAK "Message Center" component lead.  This does not mean that Bryan owns all open Message Center tickets and is expected to resolve them.  Rather Bryan's role as component lead is to review incoming as well as existing open tickets and decide whether or not to address a particular ticket himself, re-assign it or leave it unassigned for others to pick up.  

The Jira message center project has been deleted as has the Jira message center team account along with it's collab mail list.    

Version re-mapping between the projects is noted below in the footnotes [1].
