[WG: Sakai QA] [Building Sakai] Template feature added to CLE 2.9.3?

Hi,

UM did some work on this recently:

And Neal, the button label is wrong. It was the intention to send user to
site, but did not happen.

To remedy this we corrected the label, and added a note when the site
creator arrives at the list (much like Jira does) after creating a site,
with a link to go to it, or a button to publish it.
