[WG: Sakai QA] Sakai 2.9.1-rc02 Test Fest can begin

Hi QA and Dev groups,

I neglected to change the permissions correctly on the Google doc. Now anybody with the link (off of the 2.9 Test Fest page) should be able to edit, as we've done it in the past.
