[WG: Sakai QA] Recommendation to move forward with 2.9.1 release

Hi CLE and QA teams,

The results of the testing are in.

We retested the two blocker bugs from 2.9.1-rc01 and they are fixed in
2.9.1-rc02.

Of the several bugs reported in testing rc02, none are regressions against
2.9.0.

Before I check with the TCC, I wanted to first check with CLE and QA.
