[WG: Sakai QA] Upgraded Jira - please test

I love JIRA 6. I do not love that our VCS plugins seem to be broken. I
don't have any more diagnostics at this point, but all of the tabs other
than comments are throwing errors for me.

Maybe we could start with the SVN plugin and add the others back in?
