[WG: Sakai QA] Proposal - By default we should turn on new features in Sakai 10

There were three +1 votes on this : Beth Kirshner, Steve Swinsburg, and 
Alan Berg. No -1 votes. Monday, December 16 was the last day for input. 
By lazy consensus this proposal has passed . Please see below.
