[WG: Sakai QA] Proposal: Firming up schedule for Sakai 10

I believe by rules of silent consensus, this proposal to firm up the
schedule has passed.

FYI, I am going to create a separate spreadsheet to track the actual
schedule and put it on the same Confluence page.
