Sakai CLE 2.9.3-all version is ready for download

Documentation is at the bottom of https://confluence.sakaiproject.org/display/REL/Sakai+CLE+release+guide

(pretty much exactly the same as Steve Swinsburg's documentation here - https://jira.sakaiproject.org/browse/SAK-23234 , but I added extra verbiage. Does it make it clearer or less clear? Open to feedback.)
