[WG: Sakai QA] WebDav on Sakai nightly - Please test

We have qa29.longsight.com setup with this fix as well. It's running as
https and has OPTIONS/PROPFIND/HEAD requests forwarded from / to /dav/
(with all other requests against / forwarded to /portal.) This should make
some clients work even more reliably and avoid problems with no-basic-auth
and server-discovery in some versions of Windows that isn't available by
default or on nightly. [1]

So if you notice something doesn't work on nightly, try it there.
