I'm not sure about verification, but to see the issues in a release
(like RC03) you can click on Projects->Sakai CLE
(Which is https://jira.sakaiproject.org/browse/SAK)

Click on Versions and 2.9.0-rc03. Clicking on issues will show all of
the issues that are flagged with a fix version of rc03. Ideally these
are not merged until verified, so there are a few which are resolved,
and a few still Awaiting review which shouln't even have the fix
version set.

The list you might be looking for is this one:
https://jira.sakaiproject.org/secure/IssueNavigator.jspa?mode=hide&requestId=13119

These are all of the issues which are indicated as a request to merge
into 2.9. You'd filter on the column "Status" and only look at the
issues which are in a "Resolved" state. The ones which are Closed or
Verified are something that the Branch Manager will deal. Resolved
aren't *really* ready for Merge yet, so this filter actually should
probably be broken into two filters.
