Well, there was this change which was initially missed as part of the huge
portal merge (SAK-20510) which was the update to the user preferences. The
bug about it being broken in IE9 was separate, but the entire user prefs
tool needs to be merged back.

Though I agree that QA efforts can continue, B08 doesn't look like it will
have nearly as much stuff.
