[WG: Sakai QA] Sakai CLE 2.9.0-b07 released

FYI - the latest version of Sakai CLE beta has been released. See below if interested in the technical details. The main functional things are a new skin (look and feel) and a new bug identified which sometimes sends users to the mobile view, even though you are not on a mobile device.
