[WG: Sakai QA] CLE QA servers: qa-admin subscriber list

As discussed the RM call today, I recommend that someone take on the task of auditing the server pool regarding availability and coordinating efforts to ensure that a sufficient number of QA servers exist to support 2.7.x, 2.8.x and 2.9 development activities.

Below is a link to test instances as well as list of individuals subscribed to the qa admin list.  Both lists I expect are out-of-date.
