[WG: Sakai QA] Possible regression with Email Templates

qa1-nl was recently updated to 2.8.1.  When attempting to add a new
participant, and selecting the relevant notify setting, an email is not
sent.  This seemed to be working previously.

I believe the problem is that an email template for
sitemanage.notifyAddedParticipant in locale "en" is not present.

Does anyone know if we missed anything in conversion scripts?  Does this
ring a bell for anyone?
