[WG: Sakai QA] QA3-US coming down for the next tag

I was going to come down for rc02, but I'm hopeful that rc03 will be out soon.  I've already requested the DB restore, so I'm going to go ahead and bring the instance down so funky things don't happen when the DB goes away!
Expect it to come back up shortly after the 2.8.0 rc03 tag is announced.
