[WG: Sakai QA] qa3-us is down right now

Looks like there are troubles with the database.  I'll get it corrected and then have them restore to the previous archive and then put up the next tag – 2.8.0 b04.  No idea on timeline.  Depends on how fast the DBAs respond to my request!
