[WG: Sakai QA] 2.8 OSP blockers: SAK-19643, SAK-19504

There are a couple of non-internationalization OSP tickets that are listed as blockers in Jira.  Their presence along with a number of other blockers currently prevents us from tagging a release candidate.  Can you review the issues and determine whether or not 1) the bugs are still bugs and 2) are correctly prioritized (comments re SAK-19643 suggest otherwise).  If the bugs are bugs and correctly prioritized can you provide an estimate as to when they can be addressed?
