[WG: Sakai QA] Jira: Lesson Builder project added

Given the growing interest in the Rutgers Lesson Builder contrib project and the likelihood of production deployments, I asked Charles Hedrick if he would track Lesson Builder issues in our Sakai Jira instance and he has agreed to do so.  

I set the project up today.  Please use it to file Lesson Builder bugs, contribute patches, propose feature requests and track versions.
