[WG: Sakai QA] sakai-2.8.0-rc04 tag now available

The sakai-2.8.0-rc04 release candidate is now available.  It includes all fixes merged to the 2.8.x branch as of r91183 as well as fixes made to core Indie tools.  It also binds to a new kernel release (1.2.1) which includes the KNL-697 IE9 compatibility patch.   QA server admins should provision their 2.8 QA servers at their earliest convenience.
