[WG: Sakai QA] Kernel and bug with en_DEBUG locale

Hi all,

I've found the en_DEBUG locale defined in kernel is not compatible with 
the user preferences because it's not a real locale. I've explained the 
issue in http://jira.sakaiproject.org/browse/KNL-582 and provided a fix.

I wish this fix makes it into 2.8 (K 1.2) and back into currently 
supported versions 2.6 and 2.7 (K 1.0 and 1.1).
