If this impacts 2.8 can you please get the changes into 2.8.x ready for the 2.8  tag coming next Tuesday.

As I suspected, it was a commit that came in just a few days after 2.7.1 was cut.

I also found and fixed a kernel bug. You could patch a Sakai 2.7.1 installation by recompiling the kernel with the change like this:
svn checkout https://source.sakaiproject.org/svn/kernel/tags/kernel-1.1.9/
cd kernel-1.1.9/
svn merge -c 83826 https://source.sakaiproject.org/svn/kernel/trunk .
mvn clean install
cp kernel-impl/target/sakai-kernel-impl-1.1.9.jar $TOMCAT_HOME/components/sakai-kernel-component/WEB-INF/lib/

That change requires stopping and starting Tomcat to take effect.
