[WG: Sakai QA] 2.7.0: i18n, new features

I think if a JIRA does not describe a discrete task that can be fixed  
and closed, then it needs to be re-written. Translations don't need  
"continuous" updates, but do require updates tied to each release,  
each of which is a discrete task tied to a JIRA ticket that can be  
closed when complete.

Indefinitely applying changes toward a broad and unverifiable JIRA is  
never a needed or good solution, IMHO.
