[WG: Sakai QA] QA3-US restarting

Unless some other server already has these values set for msgcntr, I'm going to bounce qa3-us to set the following:

msgcntr.synoptic.disable.forums=true
msgcntr.synoptic.disable.messages=true

The defaults are both false so I want to set to true to test that they are disabled.

I'll do this in about 15 minutes (10:30 EDT) unless I hear otherwise.
