[WG: Sakai QA] SAK-18089: rwiki short urls not working

The patch applied for this SAK touches a lot of files in rwiki.  Has the fix been tested and confirmed locally?  I'd like to merge these fixes to 2.7.x but not until I get confirmation of either 1) local testing and verification has occurred or 2) a QA has targeted this ticket and its fixes for the next round of testing (sakai-2.7.0-b04).
