[WG: Sakai QA] SAK-11261: Samigo date/time formatting not localized

Karen--can you review the SAK-11261 with an eye towards 2.6.3/2.7.1 and see if it's possible to address it before Monday, 2 August.  If not, can you set the fix version to 2.6.4/2.7.2 and address at a later date.  You might also want to move this issue to the SAM project.
