[WG: Sakai QA] Request for Special QA properties

Hello QA Admins,
      There are a couple feature for the messages and forums that need some properties enabled.

#  MSGCNTR-179 /
msgcntr.sort.thread.update=true

# MSGCNTR-169 / Populates site with default forum/topic
forums.setDefault.forum=true

Are there servers these could be set on?
