[WG: Sakai QA] trying to test basiclti

I tried to "test" basiclti on QA3-US today (really I want to record a screencast of the Sakai 3 Basic LTI widget consuming a Sakai 2 tool) and I noticed that both QA3-US and nightly are NOT configured to enable the basiclti provider.  Could we add the following settings to sakai.properties and restart?  Thanks, L
