[WG: Sakai QA] sakai-2.7.0-b01 QA tag available

I've generated the sakai-2.7.0-b01 QA tag.  It downloads, installs and  
starts up in Tomcat 5.5.28 running inside a Java SE 1.6.0_17 JVM.  QA  
server admins should download and deploy the tag to 2.7-supported  
servers as quickly as is possible so that QA can have at it.

This tag was originally scheduled for release on 21 January 2010.  It  
was bumped to today so that we could address issues with edu-services  
as well as reduce a backlog of fixes that had yet to be merged to the  
2.7.x maintenance branch.

The next beta tag is scheduled for Friday, 5 Feburay 2010.
