[WG: Sakai QA] Quarz Upgrade for 2.7

Hi All,

I have fixed http://jira.sakaiproject.org/browse/SAK-16835 in trunk this
upgrades the version of quartz used from 1.5.2 to 1.6.6 (latest stable).
At this point 1.5.2 is over 3 years old and the list of fixed issues is
long.

There is a ddl implication in that a new column (PRIORITY) is needed in
2 of the trigger column. Should we have this in 2.7? I am willing to do
the ddl scripts.
